Fynwell City State

Fynwell is a very old, large, prosperous, and influential city state located on the North East continent.

Description

Fynwell is one of the largest and most prosperous city states in the world. It is also one of the oldest modern human civilizations on the North West continent. It was funded in the year 8889 and has been steadily growing and becoming more prosperous since then. Few other nations have existed for this long, without turmoil or civil wars. Fynwell has persevered in large part thanks to it's robust democratic government. The city state is a democratic commonwealth with an elected government and it practices peaceful transfer of power.

Fynwell's endless urban sprawl has the footprint rivaling that of a small coastal nation. It is a city of contrasts: one which contains some of the most opulent, and garishly lavish districts, as well as some of the poorest, crime ridden slums. Some parts of the city are virtual paradise for rich nobles and merchants, while others look like post-apocalyptic shanty-towns.

People of Fynwell have reputation of being rude, pushy and fierce.

Geography

Fynwell is divided into districts, each of which has its own local government, headed by the District Governor. Districts are further divided into Wards, each responsible for supplying it's own garrison of Night Watch.

The demarcation was historically based both on geography, function (docking district, market district, industrial district) as well as on land ownership of the wealthy families that founded the city. This means that wealthy districts are orderly and well protected, while poor ones have little to no policing, and are dangerous and lawless.

Government

Fynwell has a robust three branch government with representatives elected by popular vote. The city uses Instant Runoff Voting for most if it's elections, and most representatives have limited terms. All citizens are eligible to vote regardless of race, sex, religion or political affiliation.

Executive Branch

Executive branch consists of the Mayor of Fynwell who appoints Ministers and their cabinets, District Governors. A new Mayor is elected every ten years and may choose to appoint new ministers or keep the sitting ones if they are agreeable.

  • Ministry of Trade - oversees trade and industry
  • Ministry of Treasury - oversees the city finances and budget
  • Ministry of Defense - oversees city defenses, and Fynwell Cityguard
  • Ministry of War - oversees the city's offensive army and fleet
  • Ministry of Agriculture and Fisheries - regulates the fishing and agriculture
  • Ministry of the Interior - oversees city planning
  • Ministry of Public Works - oversees maintenance of aqueducts, sewage disposal, pest control, etc..
  • Ministry of Faith - regulates religious holidays, building of shrines and temples
  • Ministry of Magic - oversees magical and alchemical trade, regulates magic use
  • Ministry of Justice - appoints Arbiters, Justicars and Magisters, recruits Judges and oversees Fulcrum

Legislative Branch

Legislative Branch also known as Fynwell Senate is comprised of three chambers. All legislation must pass through the three chambers in order to be ratified as a law.

  • House of Lords - composed of 30 Lord Senators from the Fynwell Founding Families. Their titles are hereditary. There was originally 40 seats in the Hourse of Lords but ten noble houses died out and no new ones were added.
  • House of Commons - composed of 30 Senators democratically elected from each district every 10 years. Districts have varying number of Senators allotted to them based on population, historical significance and other factors.
  • Small Council - composed of Vicars (appointed religious representatives) and Councilors (appointed Guild representatives). Both Vicars and Councillors are appointed by their organizations and have no term restrictions. Small council represents the business and faith interests.

Judicial Branch

Civil disputes are resolved by Public Arbiters who are law scholars appointed by Ministry of Justice to oversee each Ward. Both parties argue their case before the Arbiter either directly or via a Barister, and the Arbiter then makes a legally binding decision.

Criminal cases are tried before a District Magister who is a law scholar appointed by the Ministry of Justice and a panel of Seven Judges. The Judges are randomly selected from a pool of 20-50 elders who were born in the district, have impeccable reputation and history of strong moral conviction. They are recruited, screened, and trained by the Ministry of Justice. The identity of Judges is kept a closely guarded secret, and if a Judge is exposed they must step down and be replaced. In Court the Judges wear traditional ceremonial masks (Wolf, Ram, Raven, Sad Jester, Crone, Death and Weeping Maiden).

The case is prosecuted by District Justicar who lays out the charges and provides evidence of wrong doing. The accused may be represented by a Barister who argues on their behalf. The Magister oversees the proceedings and suggests a fitting punishment. The Judges listen to the arguments and then decide whether the accused is guilty or innocent.

Especially difficult or high profile cases are tried before the High Court, which consists of seven Grand Magisters. Grand Magisters are appointed by the Mayor, and selected form among the most senior and experienced Magisters.

Political Factions

Fynwell has a number of rivaling political factions, all of which fight for power and influence in all the branches of the government.

  • Iron Gate Society (Isolationists) - want self sufficient city, closed borders, expulsion of foreigners and limits on trade with the outside world. Their symbol is a locked gate. Lead by Lord Bullworth.
  • Cavaliers (Expansionists) - want Fynwell to expand and take over the neighboring states. Their symbol is mounted knight. Lead by Lord Gruzwell
  • Velvet Rose Society (Mercantiles) - want increased trade, open borders and friendly relations with neighbors. Their symbol is a red rose. Lead by Lord Fairmoth
  • The White Hand (Populists) - want to dismantle the House of Lords and the Small Council and have elected ministers and redistribute tax funds from the rich districts to aid the poor and starving masses in downtrodden districts such as Dog Fenn. They champions of the poor and the opressed. Their symbol is a white palm print. They are a vocal Senate minority. Lead by Senator Brixby.
  • Golden Chalice Society (Monarchists) - oppose the rule of the mob and want more power for the lords and seek to strengthen the office of the Mayor, extending its term indefinitely, and making the title hereditary. Their symbol is a golden chalice. Lead by Lord Brexton.
  • Lion Heart Society (Statists) - are ultra-conservative faction that opposes any reforms or changes to the way the city is governed. They are mostly an obstructionist minority party. Their symbol is a golden lion. Lead by Lord Rigel.

At the moment the Velvet Rose has gained power in the Senate by creating an uneasy alliance with the Golden Chalice and Lions. They rely on the fact that Cavaliers and Iron Gate usually disagree on most issues so they have very small majority in the House of Lords.

The House of Commons is more or less evenly split and votes according to party lines, but The White Hand is a wild card and if you get their vote you can push almost anything through.

The Small Council is very skewed towards Velvet Rose because they are friendly to Guild Leaders but Vicars tend to be all over the place with respect to voting records as they have always been. They are inscrutable and answer only to their deities. White Hand has strong presence at the Small Council because many Vicars and Councillors are commoners and favor their politics.

Law Enforcement

Fynwell law enforcement consists of three major organizations.

At the local level, there is the Fynwell Night Watch. Each Ward elects their own Sherrif for a term of five years, who then deputizes watchmen to help maintain order within the neighborhood. Nightwatch is fully funded and equipped by the community. Sheriffs report to the District Governor, but are ultimately beholden to the community who funds and elects them.

At the district level there is Fynwell Cityguard that is tasked with maintaining order, quelling public unrest. Each district has an appropriately sized garrison of dedicated to it's protection that is lead by a Captain who reports to the District Governor. That said, the Ministry of Defense oversees the budgeting and deployment of their forces. At any given time bulk of the City Guard is busy patrolling the outer walls of the city, and so inner district garrisons are chronically understaffed.

Finally, there is Fulcrum, and elite task force devoted to protecting the city from unlawful use of magic and supernatural threats. Each district houses a chapter of Fulcrum which may consist of between five to ten highly specialized and trained agents.
