Arbiter is a magical short sword made for Harlan Underford by Arielle out of a piece of an ancient Purge Blade. It is imbued with Arielle's radiant magic.
Mechanical Note
Arbiter is a D6+1 magical short sword which deals radiant damage. If used against a good aligned target, the blade deals d6 cutting damage instead, and 2d10 radiant damage is inflicted to the wielder.
Once per turn Arbiter can apply Hunter's Mark to a target the wielder can see. The mark stays on the target up to an hour or until it dies or wielder's concentration is broken. Once target is marked, the wielder may not voluntarily mark another target unless the spell ends due to current target's death or broken concentration.

The Arbiter is one of the two twin blades, other being the Redeemer. The Glaive of Silvanus was made out of the same Purge Blade.
