A spell scroll bears the words of a single spell written in mystical cipher, as well as a complex verbal incantation written a mundane language such as Common. Any creature capable of reading the words of the incantation, and speaking them out loud can unleash the power imbued within the scroll and cast it's spell without providing any material components.
Casting the spell by reading the incantation on the scroll out loud requires no magical ability, and takes as long as the spell’s normal Casting Time. Once the spell is cast, the words on the scroll fade, and it crumbles to dust. If the casting is interrupted, the scroll is not lost. The incantation must be verbalized in an audible way, so scrolls cannot be used in circumstances where casting spells with verbal components would be impossible (for example within the area of effect of the Silence spell.
The level of the spell on the scroll determines the spell’s saving throw DC and Attack bonus, as well as the scroll’s rarity, as shown in the Spell Scroll table below
