The Warlock Stout is and expensive but very potent and addictive magical brew hat causes vivid hallucinations. It is being moved by Cutthroat Jim's crew, and typically hand delivered or sold to monied clientele out of The Hammer tavern.
The brew is highly illegal, and anyone found with the bottle by the Fairhaven Cityguard will likely get arrested, questioned and likely spend some time in the dungeon.
