Captain Horsepuncher (not his actual name) is a Captain of the City Guard at Fairhaven. He is as dirty as a cop can be, and he openly solicit bribes from travelers at the city gate. He is also on the payroll of Rando DeButt and turns a blind eye to his smuggling operation, and his highway banditry antics.
He appears to have opinions about punching horses in the face, as a form of entertainment.
