Rando DeButt (pronounced dee-BOO-tay) is a Fairhaven crime lord. His gang controls most of the docks and market district. He is a loudmouth, and a jackass, but as far as criminal masterminds go, he is considered to be the lesser evil. Most of his profits come from the smuggling operations and highway banditry.
